Chief Executive - Ingrid Stonhill

Ingrid Stonhill is Katherine Town Council’s first female Chief Executive Officer in its 44-year history. In 2023, she was awarded an honourable mention at the national 'Women In Local Government' awards.

Before joining Katherine Town Council, she worked for diverse not-for-profits where she led whole-of-business structural change and redesigned management processes to transform underperforming organisations into high-performing social enterprises that achieved a healthy surplus.

Ingrid advocates for community development and campaigns for economic development opportunities to make Katherine a great place to invest, work and live.


Manager Corporate Administration - Casey Anderson

Casey joined the Council in 2018, bringing with her skills in local government from her previous work in a regional council. She has over a decade of experience in the industry.

Her background includes administrative services, governance, human resources, and project coordination, which has seen her rise to her role today as Council’s Administration Manager. She ensures that Council delivers excellent corporate services.

Casey manages the Council’s internal administrative processes and the customer services team. She also oversees the complex rates process and the team responsible for it. Born and raised in Katherine, Casey believes in working for the greater good whilst serving and engaging with the community and is committed to Katherine and local government.  


Manager Projects Portfolio - Matt Arnott

Matt moved to Katherine from rural Victoria in January  2024 to take up a project management role with Council after a successful career in architectural practice. Armed with a Master's in Architecture, Matt honed his project management skills by managing residential and commercial construction projects.

His passion for travel led to a journey through SE Asia with just a carry-on backpack and helping build a house for a family in Thailand with Habitat for Humanity.

When he isn’t managing Katherine Town Council projects to ensure the best outcome for our community, he likes to play guitar, travel and grow edible plants.


Manager Strategic Communication - Jo Brosnan

Jo Brosnan has been a communication and stakeholder engagement specialist in Northern Territory government and private consultancies for over 25 years.  Much of her work has been in agriculture, tourism, local government and Indigenous engagement.

With a B.A. in Journalism, an IAP2 Advanced Certificate in Public Participation, and a Cert.IV in Training and Assessment, Jo is passionate about listening, writing, and embedding community consultation skills and processes in workplaces.

Jo’s lifelong love of the Territory started with a ‘quick visit’ to VRD station in the 1980s. This led to a 30-year NT adventure, including owning a business with her husband, Bernie, in Katherine.  Jo and Bernie maintain a strong local network throughout the Big Rivers region and have family at Daly River. She now manages Katherine Town Council’s strategic communication, using a flexible arrangement incorporating in-house and remote work.


Manager Community Services - Mel Doyle

Mel Doyle has over 10 years of experience in local government. She is originally from Outback Queensland and has extensive knowledge of

 community development, economic development and tourism. Mel is dedicated to supporting the growth and well-being of regional communities and has worked with a variety of local organisations and businesses throughout her career.

She focuses on fostering strong relationships and creating opportunities that benefit residents and the broader region. Mel is committed to creating a positive, thriving community environment in Katherine and continues to play a pivotal role in connecting people and creating opportunities that benefit the region.


Manager Strategic Priorities - Rhett English

Rhett brings over 30 years of experience in government and community development, holding an MBA and a proven track record in policy,

 stakeholder engagement, and local government operations. Recently moving to Katherine to create new life memories with his partner, Rhett looks forward to embracing outdoor adventures and fun experiences and tackling exciting and rewarding career challenges.

Rhett’s participative leadership style is centred on fostering collaboration, building strong relationships, and enhancing community well-being. He is dedicated to delivering positive results for stakeholders and providing exceptional service to the community. Passionate about community, the environment, and cultural heritage values, Rhett is committed to making a meaningful impact in his role.


Manager Governance and Risk - Amanda Haigh

Amanda Haigh joined the Council in late 2022, and her work supports CEO Ingrid Stonhill in tending to competing priorities, delivering council programs, and managing relationships.

Amanda has a wealth of experience and passion for local government and was awarded the 2023 Local Government Public Services Officer award from the Local Government Association of the Northern Territory (LGANT).

Amanda came from the Northern Territory Government’s Department of the Chief Minister and Cabinet, where she was a project manager. She engaged with government agencies, elected representatives, and community members in her role there. She was also chair of the Big Rivers Waste Management Working Group, leading the circular economy agenda. Haigh also worked at the Roper Gulf Regional Council for eight years, providing governance, corporate services, financial management and strategic direction. Amanda has made Katherine home for over 10 years after spending time on rural stations. She enjoys the lifestyle and fishing here. 


Manager Environment and Municipal - Brett Kimpton

Brett started with Council in 2023 as Services Manager. His role focuses on providing customer service and ensuring the compliance of Council’s facilities, including the Waste Management Facility, Katherine Airport, and the Katherine Aquatic Centre.

He has over 20 years of experience in transport and logistics, rail, aviation, and waste management industries. He has managed remote and urban locations across the Northern Territory and Western Australia.

Brett enjoys Katherine's relaxed lifestyle and proximity to national parks and natural attractions. In his spare time, he goes camping, four-wheel drives, travels, and keeps active by playing sports.


Manager People and Culture - Irenee McCreevy

Irenee joined Council in 2023 as Manager Employee Engagement. Her role leads Council’s human resources and work health and safety functions, providing key services and support to Council staff.

Irenee’s background includes experience in local government in the Northern Territory, Victoria, and New South Wales and working in mining, IT, and the arts. Her passion is working with staff and people managers to build high-performing and engaged teams.

Happiest in the outdoors, Irenee loves camping, bike riding, exploring new places and relaxing with a beautiful Katherine sunset.


Manager Finance - Desiree Rodgers

Desiree Rodgers joined Council in May 2024 as Manager of Finance. She brings a wealth of local government knowledge and experience from South Africa, Victoria, and the NT. She has a vast knowledge base in the public sector, having worked in local government, water boards, and the health sectors. She also has private sector experience, working in mining, manufacturing, law, and stock broking. Desiree leads the finance team, which oversees the Council's financial and statutory obligations. She has returned to live in the NT because she enjoys the relaxed lifestyle, being close to nature, and fishing.
